Open Letter to the Ramstein Group
The Need for Constitutional Recognition
To the Leadership of the Ramstein Group, Allied Nations, and Defenders of Sovereign Democracy,
The Ramstein Group has become an indispensable force in global defense coordination, particularly in response to Russia’s war of aggression against Ukraine. Yet, while its operational importance is undeniable, its legal standing under U.S. law remains undefined and vulnerable, lacking the formal civilian oversight and legislative recognition required for long-term legitimacy.
If the United States is to maintain its role as a leader in this coalition — not just in military capacity, but in the principles of accountability and democratic governance — then an amendment to the U.S. Constitution must be pursued to establish the Ramstein Group as a legal and accountable body under civilian control, both domestically and abroad.
Why This Amendment is Necessary
1. Legal Standing & Accountability
- The Ramstein Group currently operates as an ad-hoc international coordination body. While effective, its status lacks clear legal foundation within the U.S. system.
- Military and strategic decisions of this scale must be subject to constitutional authority rather than existing in a gray zone of policy and executive discretion.

- Without an amendment, its structure risks becoming militarized without direct civilian control, a dangerous precedent in both domestic and international law.
- Just as NATO and allied security agreements function under legislative ratification, so too must the Ramstein Group, ensuring it remains a force for democratic defense rather than a military bureaucracy.

- All governments within the Ramstein Group operate under formal ratifications of defense pacts.
